'Gujarat model for tribals is innovative'

AHMEDABAD: A new book, 'Drumbeats to Ringtones - Gujarat's Strategy for Empowering Tribals', talks about yet another version of the Gujarat model, this time in context of tribals. Co-authored by economist Bibek Debroy and writer Radhika Shah, and launched recently, the book lists their experience of meeting and interacting with the tribal people of Gujarat.

The authors have identified the positive changes and improvement in the lives of the Scheduled Tribes (STs) and studied the reasons behind it. Debroy and Shah have elaborated the initiatives and schemes of the state government for the tribal population and explained in detail how a different approach in implementing these schemes helped immensely.

Gujarat is one of the leading states in terms of tribal population. The state accounts for about 8.9% of total tribal population in India, after Madhya Pradesh (14.5 %), Maharashtra (10.2 %) and Odisha (9.7 %). According to the 2011 census, Gujarat's tribal population is 8.92 million, which is spread across 12 districts.

While it doesn't derive a perfect picture, the book argues that the condition of tribals in Gujarat is better than that of those in other parts. The authors have evaluated the sustainability of Gujarat government's tribal initiatives and approaches to implementation, which break away from the traditional approaches to tribal poverty.

The writers have critically examined if it was easier for Gujarat to achieve tribal development, only to find that it also had its share of tall challenges that the state government overcame through a non-conventional approach. They also discuss the possibilities of replicating in other states, what they call 'The Gujarat Model' for tribal development.
