Somnath Bharti and the terrible, everyday racism of a south Delhi mohalla

Last week's savage attack on a group of Ugandan and Nigerian women living in Khirki Extension shocked the country. But what if you have been living in this neighbourhood and witnessing this xenophobia for years?

In the decade that I've been working in Khirki Extension in south Delhi, I've known it as a neighborhood in a constant state of flux.

When I first began working at KHOJ, an international artists' association located in Khirki Extension in 2004, the neighborhood was home to architects' studios, a theatre studio and various offices, followed by a wave of musicians and artists. It was a locality comprised mainly of houses, some built by well-known architects such as Ramu Katakam and Ashok B Lall. Even Jaya Jaitly had a house there. Soon enough, these large plots were sold to builders, who put in apartments that could accommodate more people. But given the terrible infrastructure in the area, with its poor roads and drainage and its tendency to get flooded, many of its earlier residents moved out.

After 2007 came a flood of people from different communities within India and abroad: Afghans, Nepalis, Malayali nurses, Somalis, Manipuris, Kashmiris, Nigerians, Ugandans, Cameroonians and so on. Not to mention the call-center executives and students, some pursuing correspondence courses at the Indira Gandhi National Open University. After the malls came up, things changed. The laborers employed during construction and the staff employed there such as security guards began to live there too. It's a neighborhood that's now neatly sandwiched between Malviya Nagar and around 11 malls.

Some communities blend in more easily than others; the Somalis, being Muslim, have a lot in common with the other residents of the same religion. Several Afghans here for medical tourism live in the neighborhood, and there are even shops selling Afghan food and helping those seeking healthcare find accommodation. But not all communities are treated with respect, and the biggest problem foreign nationals, particularly those from African countries, face is prejudice based on cultural difference: that they dress differently, eat differently and behave differently is not something that all of their neighbors look kindly upon. A Nigerian friend of mine from the neighborhood once told me he was confused when an Indian friend stopped speaking to him after he complimented the friend's sister. In his country, a compliment to a friend's sister would be a just that - a compliment. Here, it seemed to be taken as an insult, and the cultural difference at the center of it was something he hadn't lived here long enough to learn how to navigate.

For all the different cultural groups that live here, Khirki Extension is neither a neighborhood that erupts in violence, nor is it a locality where people have a strong, shared sense of community. In the course of my work at KHOJ and thereafter, I've engaged in several projects with the residents of Khirki Extension, and even though it's a very difficult neighborhood, I can count among its residents many friends from different communities. I do know that if push comes to shove and there's ever any trouble, the people I know there would call me before they called the police. But the prejudice is strongest towards people from African countries, and the abuse, the jibes and the physical assaults have gone on for years.

The texture of the discrimination they face is close to the kind my friends from northeast India face. But the intensity of it is much, much more, and the Africans here have fewer defenders. Our xenophobia is hardly concealed when it comes to Africans - and I've witnessed it myself repeatedly when walking down the street with my friends, or during other incidents of racism that I've tried to raise awareness about.

It starts early. I was once part of a program at a local public school, which has Afghan, Nepali and Somali children among others from the neighborhood. We asked the kids to define what they were not. A young Somali girl who was born here came forward to say in impeccable Hindi, "Main cockroach nahin khathi hoon. Kaun khate hain? Cockroach gande hote hain (I don't eat cockroaches. Who does? Cockroaches are dirty)." The kids had been teasing her for the color of her skin, and for supposedly eating cockroaches. It was heartbreaking to witness.

There was my friend from Cameroon, a talented cook who started an underground kitchen as no one would fund a restaurant of her own. I saw it after it was vandalized by a mob of men - it was devastating, it looked like a war zone. Her landlady kicked her out, she lost all her money, and she had to set up a kitchen all over again. But after her sister was brutally beaten by a mob recently, she went back home to Cameroon. At the same time, there was a young boy from Nigeria who'd started a barbershop. It was a treat to see pictures of different hairstyles for African men on the sign outside, but it was torn up by a mob. These incidents happen often, and there are local vigilante groups that practice a form of prejudice that is shattering. And they do so in the knowledge that they will face no consequences.

Another friend of mine, Akanbi Olamilekan Mohemmed, an actor in his own right and a huge Bollywood fan, came all the way from Nigeria and was planning to join in the Asian Academy of Film and Television at Noida. He was thrilled to be in India, the land of Bollywood, but was picked up by the police one day as he was crossing the street to go to a mall. They beat him, put his thumbprint on a statement and sent him off to Tihar jail for two years. He's just come out. It turns out that when a Greenply executive was arrested with cocaine on his person, he arbitrarily pointed Olamilekan out to police as his dealer. My friend was in the wrong place at the wrong time two years ago, and in trouble simply for being Nigerian. Now he's determined to have his story heard.

With all these instances of discrimination and prejudice playing out everyday, three friends (Malini Kochupillai, Radhika Singh, B-boy Heera) and I have been planning to host a cultural festival in the neighborhood. We plan to call it "Antarrashtriya Khirki", but the subtext is really the relationship between Indians and people from African countries. We'd like to have a number of events, including music jam sessions, b-boy battles, football matches and hopefully host some exhibits from a French photography exhibition that's happening in the city.

The irony is that two days before Nigerian and Ugandan women were assaulted by a mob with the blessings of Aam Aadmi Party Law Minister Somnath Bharti, we visited him to ask him to put in a good word for us with the Delhi Development Authority so we could use the empty plot for the festival. We informed him about the festival and the reason for it, and hoped, as supporters of his party, that he would lend the festival his support too.  But I don't think he really heard what we were trying to say. "If you feel police are not taking enough action against the Africans, how about you conduct a sting?" was one of the bizarre comments he made at that meeting. "You are the first people to speak on their [the African community's] behalf. I will see for myself what has to be done," was another. He said he would come and inspect the neighborhood at night, to see what was happening. We left feeling reassured that here was a man of reason, one who was willing to engage with the local community.

Was the attack with Bharti's sanction any different from some of the incidents Khirki's African residents had witnessed until then? Sadly, there have been too many of its kind. Morale was fairly low before - it didn't have much further to sink. The Africans in Khirki were fired up after the Goa murder, when a Nigerian diplomat tookIndia to task for not ensuring the safety of Nigerian nationals.  For once, the racist attacks on them had sparked an international incident, and it felt good that the government of an African country had come to the defense of its nationals. But it's amazing that there's been no diplomatic action in last week's case.

Did we achieve anything at Sunday's Jantar Mantar protest? If nothing else, we put the message out there that a section of Indian society will not stand for such prejudice towards people from African countries, a prejudice that exists across class boundaries.

The thing is, it's not about the Mummy-Papa battle that the AAP and the Delhi Police are engaged in while we look on. It's about racism.

The question is what we're going to do about it.

Medha Patkar Exposed

Most people in India have a positive impression about Medha Patkar. Is she not the secular activist who takes on big business, fights for preserving India’s greenery and defends the poor and downtrodden?

However documents leaked to the press have revealed a very different picture: that of a scheming person, who has no qualms about breaking the law and whose sources of funding are mysterious.

In a letter written in October 2007, Dr Urmilaben Patel, member of the Congress Working Committee, wrote to Shri Pranab Mukherjee, who was then the Hon'ble Minister for External Affairs Government of India: “You are kindly aware, that Narmada Bachao Andolan (NBA) headed by Medha Patkar is actively involved in opposing all hydro projects in India... I have recently received material which I find quite disturbing.. I specifically draw your attention into the message of Ms. Patkar using the words of "pressurizing the UPA government", and "honouring" a Supreme Court Judge for a favourable verdict, as is explicit in the emails. It seems it is a deliberate act on the part of Ms. Patkar to defame UPA Govt. I humbly suggest that Govt, should immediately enquire how Medha Patkar managed favourable verdict and take appropriate action against Ms. Patkar for bringing disrepute to the Govt, and to the Hon'ble Supreme Court and halting the progress of the nation. I feel this issue is of national importance and deserves your personal attention”.

Nothing ever came out of it. Yet, since then, there has emerged even more disturbing evidence of NBA's nefarious collusion with foreign elements This is in the form of an exchange of confidential emails between Ms. Patkar and by Mr. Patrick McCully, Ex. Director, International Rivers Network (IRN) based at Berkeley (United States). Now who is this Patrick McCully? He is a man who cavorts with enemies of India, particularly with Angana Chatterjee, on the board of IRN, a known India baiter, who was very close to Ghulab Nabi Fai, recently arrested by the FBI for being an ISI spy. Angana Chatterjee is married to Richard Shapiro, Director and Associate Professor of the Graduate Anthropology Program at CIIS. Now both Shapiro and Chatterjee were regular at the ISI sponsored junkets. She was charged of being propped up by the ISI to launch an anti-India campaign. Further, her partner Richard Shapiro was denied entry to India in 2010 for what was reported to be his anti-India propaganda.

The material leaked is indeed quiet disturbing, particularly the exchange of emails between Ms. Patkar and Mr. Patrick McCully. Few details are given below.

1. The Honourable Supreme Court pronounced its verdict, dismissing NCCL's PIL on July 10, 2007 around 11.00 am.

2. The news is posted on The Times of India's website at 11.26 am.

3. The information along with the news item is sent to Mr. Patrick McCully from Ms. Patkar's email address (nba.medha@qmail.com) at 12.03 pm on July 10. i.e. within 36 minutes.

4. Mr. Patrick writes back to Ms. Patkar on July 12: "How did you manage this? Who was the second judge?"

5. Ms. Patkar replies the next day i.e. on 13th July, at 10:13 AM saying "many eminent persons wrote to the UPA government.. we dealt with the press selectively and ensured that pressure was kept all through." She also sends a soft copy of the judgment and the profiles of Justice C K Thakker and Justice Altamas Kabir.

6. Mr. Patrick reverts on July 17 congratulating Ms, Patkar, and suggesting that five or six people associated with managing "this verdict" be honoured at a function in London (UK). The mail says: "...We must honour Judge Kabir for supporting you. Please explore the possibility. He will retire in 2013 - a very useful man for your future battles." It might be mentioned that the verdict was written by hon'ble Justice Kabir.

7. On July 19, Mr. Patrick writes again suggesting that apart from advocates, individuals who supported in NBA's. defence also be included in the felicitation programme in London. To this Ms. Medha responds on July 22 "apart from advocates no one would like to be acknowledged for writing to pressurize the government. That might boomerang".

As you can see the exchange is explosive and dangerous to the extent that it shows a foreign interest and support to a group that is indulging in obstruction to Country's development.

Then, there is the question of how does Medha Patkar get her finances? Medha Patkar has the Right Livelihood Award, the Rev. MA Thomas National Human Rights Award, Amnesty International's Human Rights Defender's Award, and the BBC's Green Ribbon Award for Best International Political Campaigner. Her Narmada Bachao Andolan (NBA) is described as a "social movement". Presumably this social movement handles money, if only for its own expenses. But the Supreme Court has noted the NBA is not a registered entity. So, how does it bank its money? How does it account for its expenses? The NBA, which, as we have seen, has international connections, does not seem to have its own website. Foreign sources fund its support groups. But which foreign sources? Could the American Security agencies, which have no qualms about using a Richard Headley - and still shelter him from the Indian justice - covertly fund Medha Patkar? Finally, accused of faking medical certificates, fined more than once for dodging court hearings, Patkar is now accused by the Supreme Court itself of†filing a false affidavit before it.

Many of us have been wondering why nobody can touch Medha Patkar, in spite of all her misdoings, in spite of even of the Congress, the very party Medha associates herself willingly with, speaking against her? The answer is simple: she is protected by the most powerful person in India.

Arvind Kejriwal, the Chief Minister of Delhi, recently held a much hyped Janata Durbar at the secretariat. The idea of such a durbar is not new since many others including Mamata Banerjee and Sushil Modi, have had similar public interactions over the years. What was new was the unprecedented chaos and near-stampede that forced Kejriwal to hastily abandon the event. The episode seemed symbolic of AAPs functioning thus far – big hype followed by poor delivery.
The debate about AAP has mostly focussed around the mundane till now. Discussions are about whether or not party members will take security cover, live in Government bungalows and so on. However, what really needs to be discussed is the issue of governance on which the party came to power. All other matters are peripheral.

State-sanctioned vigilantism

So far, AAP’s governance has been about proposing or implementing plans that are illogical, regressive and often illegal. Many go against existing regulations, or are beyond the Delhi Government’s jurisdiction. Thus, the model seems like a blueprint for anarchy rather than a sensible, workable plan.

Alarm bells first began to ring after the new Health Minister dismantled hospital panels (Rogi Kalyan Samitis). AAP volunteers then walked in to run a parallel administration, causing great disruption. Undeterred, the Education Ministry is now recruiting ‘volunteers’ to monitor schools . The problem with such activism is that volunteer bases lack basic inbuilt checks which even flawed systems have. How does one control arbitrary actions by people who have no institutional status or authority? What happens when volunteers exceed their brief and misuse power? The system is scarily reminiscent of West Bengal, where similar action by CPM cadres slowly destroyed institutions and eventually a State.

The bad ideas

A notable aspect of the AAP model has been the systematic slew of bad ideas. For instance, there is a proposal to reserve 90 per cent of the seats in Delhi University for locals. While this move will open up more seats for Delhi students, it will penalise other meritorious students from across India. In particular, it will affect students from the North-Eastern States who have limited regional options. Delhi University derives vibrancy from its diverse student base and insular moves such as these go against the spirit of our federal Republic. Imagine the chaos if other States in India insist on similar quotas for centrally funded institutions like IITs, IIMs etc? Is this really a trend the national capital wants to set?

There are also reports that AAP is set to withdraw Delhi Police’s power to fine auto rickshaw drivers who turn down passengers, violate permit laws, do not wear their uniform or refuse to go by meter. This blatantly populist move will reward the auto-drivers’ lobby for their support, at the cost of the aam admi, who are at the receiving end of arbitrary fares and harassment. Isn’t AAP’s tacit encouragement of such unprofessional behaviour a form of political corruption?

If you think the auto rickshaw plan is problematic, consider Kejriwal’s proposal to waive 10 months of electricity bills for defaulters and pilferers. By excusing non-compliance, the move will not only set a bad precedent, it will be unfair to honest citizens. Those who already pay taxes will essentially be doubly penalised to subsidise laggers. Is there any logic to this injustice?

On national issues, there are even more worrying ideas. For example, senior leader Prashant Bhushan advocates a referendum on the Army presence in Kashmir, and deployment of paramilitary forces against the Maoists. The party claims these are personal views.

Is a meaningful referendum feasible given the warlike situation prevailing in these areas? In Kashmir, will the vote include people in Pakistan Occupied Kashmir? Will the Kashmiri Pandits be relocated back in order to have a say? In the Red Corridor where Maoists wield control by the barrel of the gun, is it possible for unarmed government agencies to hold free elections? If referendums are the only solution, will the Maoists accept a vote on them giving up guns?

The intellectual dishonesty

Each of the above-mentioned proposals is ill-conceived but equally, they suggest intellectual dishonesty. The party is proposing these measures knowing fully well that the Delhi State Government does not have the power to act on them. Surely AAP is aware that Delhi University is a Central University and the Delhi Government has no role except giving grants to colleges and nominating members to the governing bodies (of the colleges it funds)”. Therefore it has no legitimacy to implement the reservation plan.

With regards to the auto rickshaws, the transport department had delegated the job to the Delhi Police, following a Supreme Court order. Delhi police falls outside State jurisdiction. Reversing roles would require an order passed through the Lieutenant Governor who is appointed by the Central Government. Moreover, the transport department has said that it doesn’t have the manpower to check violations by auto-drivers if police support is withdrawn. Yet, the Transport Commissioner Arvind Ray was replaced by AAP for opposing the move.

Similarly, the electricity tariff waiver plan is also “illegal as per the 2003 Electricity Act”. Power tariffs cannot be brought down arbitrarily, and can only be implemented after the Delhi Electricity Regulatory Commission (DERC) has followed due process. In any case, a public backlash has now forced Kejriwal to backtrack and claim that the proposal is still under consideration.

On the issue of referendums on internal security issues, the Delhi Government does not have any say in the first instance. It is for the State in question, and the Central Government to decide on the matter. For a political leader to make arbitrary statements on such sensitive matters is irresponsible.
Going by the current trend, it is increasingly apparent that issues like legality, practicality or even jurisdiction seem to be minor technicalities for AAP. As far as they are concerned, their rule in Delhi allows them to dictate on all matters, across India. Mercifully, many of the moves will be challenged and stalled. However, the concern is about the anarchist tendencies that underlie the repeated attempts to override due process and overreach their mandate.

Unless AAP is willing to amend its disruptive populism and pious arrogance, Delhi as we know it will cease to exit. It will become the new Kolkata, which declined under similar foolhardy and regressive schemes. All citizens who are willing to sit by and allow that happen should at least visit the former cultural and commercial capital of India.

Should we consider ‘Partition of Bharat’ as an ‘Established Truth’? : An Analysis

Partition of Bharat is not an established truth. So why should it be regarded as an ‘Established Truth’?
Just as prior to independence, realization of independence was the primary inspiration for every patriot, post independence the dream of ‘Akhand Bharath’ should have been the main inspiration for each and every patriot and they should have been in continuous action to realize this dream.

But it is extremely unfortunate that except a few individuals, people in general do not even think about ‘Akhand Bharath’ today. The reason for this is that the partition of Bharath has been accepted as an ‘established truth’. People do say the that partition was absolutely wrong, it should not have happened but wonder what can be done about it now? Partition is a reality but is it realistically possible that it can be undone now? It is due to this that people do not even think about partition and ‘Akhand Bharath’. Hence it is absolutely important that the thought of this being an ‘established truth’ be removed from the minds on our people. Come, let us consider few instances from our history that seemed as ‘established truths’.

Thousands of years ago the Jews had to migrate out of their homeland Israel. If this were to be seen in a certain point of view, it seemed to be an ‘established truth’. But the profound determination of the Jews changed this ‘established truth’ and today they live in their homeland.

Germany was partitioned after the second world war. The fervour with which it was accomplished, it seemed that this partition would be for eternity. But today Germany is united as earlier.

Just a few years earlier the USSR was one of the two world powers. Today it has been fragmented into various countries and has secured the status as ‘former’ USSR!

Prior to 1970, none ever imagined the existance of Bangladesh. But in 1971 it became a reality.
Several years prior to the partition of Bharath, it seemed as if it never would happen for real. It was due to this that Jawaharlal Nehru had termed the demand for partition as ‘fantastic nonsense’ and had derided those demanding partition by saying, “Those who talk of partition live in fools paradise”. But the partition of Bharath indeed happened in 1947.

History is replete with many such instances that seem to be impossible. So why should the partition of Bharath be regarded as an ‘established truth’? With determination and through contant efforts this can certainly be reversed. This ougth to be the thinking of each resident of Bharath.

Madness of King Kejriwal: AAP dons its khap panchayat avatar

The many voters who rushed to embrace Arvind Kejriwal in the Delhi elections could scarcely suspect the ugly Hyde-ian alter-ego that lurked behind his unassuming persona. We were therefore slow to recognise that Somnath Bharti was not some loose cannon but rather embodied Kejriwal's inner monster -- apparently, a racist, misogynist thug -- who is now running amok.


The Aam Aadmi Party's decision to release a series of videos -- as proof of its moral rightness -- makes it clear that Kejriwal's support of Bharti and his actions reflects not political expediency, but ideological agreement. It reveals a willingness to shame women, willfully violate their privacy to justify moral policing of the most illegal kind. But what is more shocking is what passes as 'proof' of illegal and immoral activity in the AAP worldview.


The video titled 'Condoms and Liquid spilled in Private' shows some damp patches, a bottle of water on the car floor, and strips of condoms in the dashboard -- some with empty wrappers. There is no evidence of illegal activity. The condoms constitute damning proof only if one subscribes to the notion that having lots of (safe) sex makes a woman a prostitute. In the AAP court of law, female promiscuity is a punishable crime. Now we are in khap panchayat territory.

The title of the two 'Naked in front of police' videos represents the worst kind of mendacity. The clip of an African man -- seemingly out of his mind -- running around naked on the road in the middle of the day has no relevance to Bharti's raid on the four women. It's not even clear whether this is Khirki or some other part of Delhi. The video -- and its carefully selected title -- exists purely for shock value, to titilate the potential viewer into thinking the Ugandan women were caught naked by the police that night. No matter that the video proves nothing of the sort. The insinuation has been made about the character of these women. Mission accomplished.

The footage of 'One girl caught' shows the police chasing an African woman (presumably in the course of the Bharti raid, though it isn't clear), with the camera man panting as he tries to keep up. She is finally caught by the police and then made to walk with them. But there is no information on who this woman is, or why she is being taken into custody, or whether she committed any crime that warrants this harassment. Just the fact of her running away from the AAP goons and police is sufficient to establish her guilt.

The one titled 'Trying to hide drugs' is perhaps the worst of the lot. It shows a car filled with people and the police trying to get them to step out. You can also hear members of a television media crew talking in the background. There is no sign of drugs -- or "exchange of white powder" as alleged by AAP spokesperson Dilip Pandey -- anywhere in the footage. Here again, merely being questioned by cops -- on the instigation of AAP no less -- constitutes definitive guilt.

That these videos were accompanied by documents publishing the names and addresses of the women makes this perhaps the most egregious violations of individual privacy in recent times. In comparison, the camera crews who accompanied Hindutva thugs when they raided a Mangalore resort look downright sensitive.

This, then marks the first definitive achievement of the newly formed AAP government. On their 28th day in power, they have decisively taken on the mantle of the moral brigade. Behold, Delhi's very own Shiv Sena! Rightwing thugs across Delhi are likely hanging their head in shame.


But here's the good news: Now we know. Now there is no longer any excuse for making excuses -- either for Kejriwal or for those who will choose to stand with him and his brand of mob politics, be it Yogendra Yadav or Medha Pathkar or Captain Gopinath or Meera Sanyal. It's time for all of them to take a stand, to revolt against the madness of King Kejriwal.

Plagiarism case filed against Kejriwal

In a fresh trouble for Delhi Chief Minister Arvind Kejriwal, a Noida-based writer has filed a case of plagiarism against him in a local court. Complainant Ajay Pal Nagar has alleged that Kejriwal’s book Swaraj has copied the contents in his book titled Bharatiya Raj Vyawastha. Nagar claimed that he had presented the book to Kejriwal in March, 2012 and he was appalled to see its content being copied in ‘Swaraj’ that was published in July 2012. The case has been filed before District Judicial Magistrate of Noida and the case has been accepted.

The author has said that he had released his book through a Delhi-based publication one year before the release of Swaraj and the plagiarism has been done intentionally by Kejriwal. “Kejriwal has illegally published my book in his own name and has added some Government documents to mislead the people,” the complainant said.

Nagar, in his complaint before the court, has alleged that 80 per cent content of Swaraj has been copied from his book which is a clear violation of Copy Right Act. Nagar said he wrote the book Bharatiya Raj Vyawastha in year 2011 and the book was published in February 2012. Later, he sent a copy of the book to Kejriwal on March 26. In June 2012, when Swaraj was released with the author name Arvind Kejriwal, Nagar found that Kejriwal has taken most parts of his book without his consent to do so. He found that many pages, paragraphs and lines of Swaraj are word to word of his book.

Earlier the author lodged a complaint in Badalpur police station in December 2012 but no action was initiated against Kejriwal and the matter was almost closed. Nagar then went to Chief District Magistrate Court of Noida where his application under Section 156 (3) of CrPc was taken up by the Magistrate.

The complainant has also claimed that Manish Sisodia, a close associate of Kejriwal and a Minister in Delhi Government, has accepted that ‘the book is written by us but is amalgamation of different articles’. However, contrary to his claim, the book has the name of Arvind Kejriwal as its author.
“I wrote the book, Bharatiya Raj Vyawastha, with 10 years’ experience of my social life. I met eminent lawyers, socialists, constitutional experts and many more before writing the book. As I was impressed with Arvind Kejriwal and his team during Anna movement, I sent a copy of my book to Kejriwal but he took unfair advantage of it. I have moved court for action against him for exclusive theft and a case under Section 200 of CrPc has been registered against Kejriwal. The court could serve notice to him. If required I will move upper courts for justice,” said Nagar.

 Mr. Arvind Kejriwal, now CM Delhi describe his book ‘SWARAJ’ as manifesto of his movement. I personally don’t understand what manifesto book ‘SWARAJ’ carries?  When sensible person refers to something as manifesto it should be related to a socio-political program (good or bad), discovered and invented by him even if it is empirical. Manifesto writing comes under socio-political sciences. Though socio-political science is empirical, manifesto should be an original discovery by an author. Here I would like to give an example. Communist Manifesto by Frederic Angels and Karl Marx, Das Kapitol by Karl Marx and Mein Kampf by Adolf Hitler. These are famous manifestos which we are aware of.

In ‘SWARAJ’ Arvind Kejriwal straightaway lifted 80% of the matter from Ajaypal Nagar’s book, ‘BHARTIYA RAJ VYAVASTHA’ and 20 % matter is straightaway lifted stories which are available anywhere either on search engine or in other books. For e.g. Popatrao Pawar of Hirve Bazaar success story is already published and interviewed many a times. Another coincidence is Popatrao is follower of Anna Hazare. So is the story from Kerala and Madhya Pradesh. Another thing Wallmart story or example of Brazil or Switzerland is already available on search engines if you look for since last five years. The rest 80% of book ‘SWARAJ’ is direct copy from ‘BHARTIYA RAJ VYAVASTHA’ by Ajaypal Nagar. When Ajaypal Nagar came across the book ‘SWARAJ’ he reacted for justice; helplessly and angrily but no cognizance was taken of his matter till this date.

Mr. Arvind Kejriwl and Gang Kejriwal conspired against Ajaypal Nagar. They, very cunningly dismantled paragraphs, lines, content and re-structured in a way that one should not easily comprehend this deadliest case of plagiarism by Kejriwal. The basic difference between ‘BHARTIYA RAJ VYAVASTHA’ and ‘SWARAJ’ is not content. They left a glaring evidence which is very important here. If you read both books, you will realise more than 80% content is the same but Ajaypal’s Nagar’s ‘BHARTIYA RAJ VYAVASTHA’ is organically, integrated structured book whereas a book by Kejriwal ‘SWARAJ’ is information collection and distribution in piecemeal method. One has to go through both books to understand intellectual theft by Kejriwal thoroughly.

When you read ‘BHARTIYA RAJ VYAVASTHA’ it’s really thought provoking, integrated effort by author but when you read ‘SWARAJ’ you realise that the content is copied from original book. Sorry to say in the process of copying its philosophy lost its life. Till this date nobody took the efforts to read both books and book Mr. Kejriwal for heinous intellectual theft like plagiarism. 

Now I would like to share a table with you (Kindly refer the table attached below) which describes and illustrates crooked plagiarism in book ‘SWARAJ’.

You take both books (Hindi) and tally them referring to the attached table. You will be shocked to find the matter copied and pasted as it is. Sometimes even typo errors of original book has appeared as it is in ‘SWARAJ’. 

I would like to attach few examples of content to show the intelligent plagiarism of Kejriwal and his Gang.

Ajaypal Nagar, a small town teacher, government servant has his own limitations but still he approached some small Hindi newspapers. They covered the news and asked Kejriwal his reaction. ‘Democratic’ Kejriwal ignored and didn’t bother to react. 

The only reaction available is of Manish Sisodiya which strongly supports that the book ‘SWARAJ’ does not belong to Arvind Kejriwal (Kindly refer the news paper cutting from Navbharat Times, Noida, attached below for Manish Sisodiya’s reaction).

On the other hand, Congress high command and Congress first circle is extending 100% support to Mr. Kejariwal like anything and even made him CM, New-Delhi. 

Here, Ajaypal Nagar as a last resort wrote a letter to President of India where he mentioned the ongoing case of Plagiarism by Kejriwal and attached copies of books. He also attached endorsement by Sahitya Akademi that his book ‘BHARTIYA RAJ VYAVASTHA’ was published long before “SWARAJ’ was published.

In the letter written to the President Ajaypal Nagar states that a case has been filed against Kejriwal for Plagiarism which is highest intellectual crime and thus Arvind Kejriwal cannot be made Chief-Minister. Nagar also attached an acknowledgement copy from Kejriwal that he was in receipt of the book long before ‘SWARAJ’ came in market. Not only that but Ajaypal presented plagiarised content of his book before the President and requested Mr. President in his letter to prevent Mr. Kejriwal from becoming CM of Indian capital because Mr. Kejriwal is first-rate intellectual criminal ((Kindly refer the letter to Hon. President attached below).

Arvind Kejriwal wore a cap with tag line ‘Humhe SWARAJ’ chahiye’ and took oath on Ramlila ground as CM Delhi. On that day all fools of Delhi and India were joyous about his rise with Gandhi cap and ‘SWARAJ’ written on it. 

When Kejriwal was taking an oath in Ramlila Maidan before one lac people, in Bambavad, Daadri, Gautam Buddha Nagar (Noida) Ajaypal Nagar cried, cried and cried because he was up till now disillusioned that President of India will stop a criminal-conspirator from becoming a CM of Delhi.
The highest power house of country 10 Janpath is supporting Kejriwal then what would District court do! He lost all hopes like any common man, aam aadmi of India. All opposition parties including Congress, BJP, CPM, CPI all hand in gloves with Gang Kejriwal because they are supported by International Funding agencies, big Indian Corporates and NRI’s. Donations are flowing like anything and Ajaypal Nagar’s originality flows in the flow of untruth.

                                        The story begins with government servant; a teacher Mr. Ajaypal Nagar, Post. Bambavad, teh. Daadri, District, Gautam Buddha Nagar (Noida), Uttar Pradesh.

A teacher from a small village who fought against corruption on Panchayat level at the cost of FIR filed against him. At the same time, a teacher and thinker in him was alive. Mr. Arvind Kejriwal was enjoying his dual roles; that of IRS officer as well as head of NGO receiving funds from Ford Foundation and other international funding agencies with concrete backing of first circle of Congress party.

Ajaypal Nagar was fighting and writing in Panchayat Bambavad with his wisdom, courage and conviction. He took ten long years of experience and exploration of Panchayat and democracy to write a book titled ‘BHARTIYA RAJ VYAVASTHA’. He was unsung hero like many others who were fighting against corruption in their own circle and within their limitations.

Ajaypal is an idealistic man with some unparalleled qualities. He transcribed his experiences and fights against corruption in his writings. He worked on his book for ten long years with live references and experiences. He actually lived and breathed that book. Ajaypal, in his journey, realised that the systemic problem of Indian Government is very deep rooted. To change the system, battle against corruption at Panchayat level and democratisation of whole government system is very necessary. Ajaypal is visionary as a writer that he developed a model to change Indian Governing System. He has suggested some organic remedy to rectify government system democratically and constitutionally.

Ajaypal’s book ‘BHARTIYA RAJ VYAVASTHA’ is integrated organic journey through do’s and don’ts of Indian political system. Reading his book is an experience in itself. He completed his book in 2011 and got it published in early 2012.

In 2011 August, Arvind Kejriwal was nobody except blue eyed boy of Government, Ford Foundation and Magsaysay. His RTI activism was exaggerated by his self-proclaimed machinery of lies which we are familiar with in India. There were so many RTI activists who were killed in process of their real fire-brand activism who died unsung, unheard but Arvind Kejriwal was pathological liar who bagged Magsaysay award and funding from all over the world and corporates of India. There were so many deserving RTI activists whom I knew personally and had been killed in the battle against corruption in higher level of government. Here, Ajaypal suggested some basic remedies to rectify the system. In August 2011, Anna movement was at its peak and Team Anna coined by media became popular all over the world.

Arvind Kejriwal was one among all at that time but for some unknown, specific reason a large chunk of media person and media houses were in love with Kejriwal. He soon turned in to more equal than others in Team Anna in a short span of time. The media made Kejriwal an icon which he was not. Like many others Mr. Ajaypal Nagar became a victim of ‘image Kejriwal’.

He wrote a letter to Kejriwal with his book which is self-explanatory. (Kindly refer the letter displayed below).

Ajaypal’s devotion like Eklavya towards Kejriwal was so high at that time that he compared Kejriwal to Subhash Chandra Bose and gave his book ‘BHARTIYA RAJ VYAVASTHA’ to study as an activist.

At that time Ajaypal Nagar was unaware that Kejriwal will behave ‘a la Dronacharya’ and unlike Dronacharya cut his thumb as gurudakshina and not demand for it.

Ajaypal waited, waited and waited for an answer from Mr. Kejriwal. Ajaypal was anticipating an answer, an analysis for his book from Kejriwal the Great but he received a shock instead.
Kejriwal in hurry in July published his book titled ‘Swaraj’. When Ajaypal eagerly waited for Kejriwal’s letter he came across news about Kejriwal’s book. Ajaypal read the book, he was shocked and stunned at the glaring similarities of Kejriwal’s book with his own.

Many paragraphs, pages, references, lines were lifted from Ajaypal’s book verbatim in piece mill method. The soul of ‘Swaraj’ was that of Ajaypal’s BHARTIYA RAJ VYAVASTHA’ which encompassed 70% of Ajaypal’s book while the rest was RTI and social-work annexure type references which was not a writer’s job. Ultimately any writer, editor, publisher or even reader would come to a conclusion that this is a case of naked plagiarism.

Initially Ajaypal Nagar would think that media will take his case and fight for him. So Ajaypal approached media, sent both above mentioned books, full proof evidences of plagiarism to media houses and media persons.

We can see an interesting statement of Manish Sisodiya printed above in the news at the fag end of the news item. The statement itself describes and illustrates plagiarism by Kejriwal.

Sisodiya reacted, ‘we are not contending that the book is written by us but is amalgamation of different articles.’ What does this mean? The writers name printed on the book is ‘Arvind Kejriwal’. He is portrayed as the sole author of the book unlike work by collected authors. What is the meaning of this paradox between Sisodiya’s statement and description of Arvind Kejriwal’s claim as an author? The most deadly thing Ajaypal Nagar and community of authors face is no media house or media person took this exclusive theft and plagiarism seriously.

Ajaypal Nagar, a small village person, a teacher, a writer depressed, isolated and left out by elite class and elite media just because he is lone thinker not backed by Ford Foundation, National and International Corporates. No political party including BJP, CPI, CPM took this offence of Mr. Kejriwal seriously.

If this offence was then taken seriously Kejriwal would have not become a Chief-Minister or a political anarchist. His party would have gone in vain. Things went wrong everywhere for Ajaypal Nagar and his book ‘BHARTIYA RAJ VYAVASTHA’. Then he approached District Court, Noida. Then CDM was an upright person so he filed a case of plagiarism without police investigation as he realised this is not a prima-facie case of plagiarism but complete plagiarism, an intellectual theft (Kindly refer the order of Chief District Magistrate displayed below).

Till this date this case is pending in District Court and Ajaypal Nagar is not very optimistic about result of the case because as per his conviction and experience till this date everything can be managed in this country by Gang Kejriwal including First Circle of this country.
Every democratic institution of this country has failed to expose Kejriwal’s lies, conspiracy and sedition against the nation.

Then who is Ajaypal Nagar? Some middle man, Mr. Gautam asked Mr. Nagar to keep mum on behalf of Gang Kejriwal. Not only that Ajaypal Nagar’s publisher is supporting Ajaypal but he is also not very optimistic about the result because institutions like India Today Group, Harper Collins and Kejriwal himself, a Delhi CM is involved in this case.

So, this battle of Ajaypal Nagar is against all odds.

I tweeted about Kejriwal’s plagiarism and Ajaypal tweeted immediately. Till that date he was a stranger for me. He said, ‘you are the first person in this country who recognised my pain.’
In my Part II of this blog, I will write in detail about how Kejriwal lifted matter, paragraphs, pages and lines from Ajaypal Nagar’s book on Thursday 30th January Gandhiji’s death anniversary.

Kejriwal's government fails the 30-day test: A month after Delhi's CM took his oath, a corruption-free Capital seems as far away as ever

A month ago was last year. For the Aam Aadmi Party and the people of Delhi it could as well be the last century, so stark is the contrast between its promises and delivery. 

Over a lakh people gathered at New Delhi's Ramlila Ground on December 28, 2013 to see Arvind Kejriwal take the oath of office and become the Chief Minister of Delhi. Young AAP legislators became Cabinet members. Kejriwal sang a song. Hope floated, within reach it seemed. 

One month of AAP rule, and things haven't changed as much as the new party vowed they would. Gimmickry has overshadowed governance: despite the chief minister's announcements, lakhs of people remain unsure if they'll get 700 litres of water free every day or if their power bills will be halved. 

In any case, the old subsidy trick is what did it, and not the promised crackdown on the city's power companies or water utility. And there's already Vinod Kumar Binny, the rebel legislator who's hit the ground running against the man he called leader a few days ago. 

Binny's allegations and the BJP's relentless opposition have hit home; Delhi residents are waiting for the latest power and water bills before they thank Kejriwal. The chief minister seems to be unaffected by criticism, be it from the Opposition, the man in the street, or even the President of India.

Indeed, Kejriwal on Monday said that his government is superior to others so far as work accomplished in one month is concerned.

"No other government has managed to get as much work done as ours," Kejriwal said at the Delhi Secretariat on Monday morning.

It's in keeping with what he said while taking oath on December 28.

"Everybody is the chief minister," Kejriwal had said, for a "Janlokpal Bill would be passed in the Ramlila Ground very soon". 

Apart from water and power, the AAP government has not delivered on any front. Addressing public grievances was hailed as one of the top priorities of the Delhi government. Kejriwal announced a Janta Darbar, to be held by the government outside the secretariat every day to directly address the complaints of common people. The first Janta Darbar held January 11 devolved into complete chaos within minutes of starting, and Kejriwal had to abandon his plan. 



He then announced that he would meet people once a week and that complaints could be made online. On the Janlokpal Bill, Kejriwal has been assuring the Capital that it would be passed very soon. It's not in sight yet. 

On Monday, a government spokesperson claimed that the Bill is likely to be approved by the Delhi Cabinet on Tuesday as its draft has almost been finalised by a panel headed by chief secretary.

A source said the government is taking all steps to meet its first week of February deadline to pass the anti-corruption Bill during a special session of the Delhi Assembly at Ramlila Ground. Even on this issue, a face-off between the government and police seems likely. The police have said that the bill can't be passed in Ramlila Ground due to law and order problems.


Asked about the Delhi Police's reported objections on holding an Assembly Session at Ramlila Ground, the government spokesperson spoke of one-step-at-a-time policy, and said that the government would address the matter once it is ready with the draft and approval from the Cabinet.

Water was the first issue to be addressed by Kejriwal as the new government was formed on December 28. He implemented the promise of free water supply of 667 litres a day. It was half a promise kept. People consuming more than this amount felt deceived as they came to know that they would have to pay the full bill. The freebie came with a spike in water tariff by 10 per cent for consumption above 667 litres.
For about half the city population, who live in unauthorised and resettlement colonies like Okhla and Sangam Vihar, the freebie holds no importance as they don't have even pipelines to get water at their homes. 

Riding on the anti-corruption wave, Kejriwal had promised corruption-free governance and action against corrupt officials through helplines and sting operations. The helpline was launched and got a tremendous response, receiving thousands of calls. But nothing much happened to the complaints of people.
While the government has stopped conducting briefings about the helpline and the results it has generated, officials say only a few sting operations have been carried out successfully, and three or four officials posted at the lower levels have been caught as a result.

"I tried for hours to get connected and after I did, the person who took my call only read out the nursery admission guidelines to me. I wanted to know what will be the criteria for sibling points for my twins but the person at the other end had no idea," Raman Chawla, a resident of Pitampura, said.

Parents also said their complaints are not getting resolved as schools are flouting rules.

"Many schools are setting up an upper age limit, which is against the guidelines, and I wanted to register a complaint. After many attempts I was finally able to do so, but so far no action has been taken," said Narendra Gupta. 

The helpline, launched on January 13 by the Delhi CM, has registered 1,325 complaints till January 26.

The Supreme Court-appointed Special Investigation Team (SIT), chaired by former CBI director RK Raghavan who investigated the 2002 Gujarat riots has concluded in its 541-page closure report that the Gujarat Chief Minister Narendra Modi took ample measures to control riots rather than stoking the fire as it is made to be believed. The SIT also questioned the motive behind filing a complaint against the Chief Minister by Zakia Jafri four years after the communal violence.

Here are a few highlights of SIT closure report 

1. SIT on Narendra Modi’s role 

The 541-page SIT closure report stated that Narendra Modi had taken all the necessary measures to control the 2002 riots. It cites,” Law and order review meetings were held by the Chief Minister and all the things were done to control the situation… the Army was called on time to contain the communal violence.”

The SIT also says, ” Modi was busy with steps to control the situation, establishment of relief camps for riot victims and also with efforts to restore peace and normalcy.” “In view of the detailed inquiry and satisfactory explanation of the person involved, no criminal case is made out against the Gujarat Chief Minister Narendra Modi.”

2. SIT on Ehsan Jafri’s murder

The SIT in its report said no charges were levelled by the Zakia Jafri, who lost her husban MP Ehsaan Jafri (killed in riots) and are maintainable and also questioned the intention behind filing such a complaint four years after the incident. “In his interview, the Chief Minister has clearly referred to Jafris firing as ‘action’ and the massacre as ‘reaction’. It may be clarified here that in case late Ehsaan Jafri fired at the mob, this could be an immediate provocation to the mob, which had assembled there to take revenge of Godhra incidents from Muslims,” the report says.

The report goes on to question Zakia for delay in filing complaint against Narendra Modi and others, alleging their complicity in the riots which left over 1,000 people dead. Zakia was examined by the police for the first time in connection with the Gulburg Society cases on March 6, 2002 but she did not come up with allegations against Narendra Modi and others.

3. SIT on Zakia Jafri

“She appeared before the Nanavati Commission, probing the riots, on August 29, 2003 but did not disclose the facts given in this said complaint. In September 2003, she filed an affidavit in the apex court but did not level allegations against Modi and others.”

“It was for the first time in June 6, 2006, after a lapse of four years, that she came up with the said complaint. The allegations in the complaint are vague, general and stereotyped.”

“The amicus curiae has agreed with the findings of the SIT on all major issues. Whereas the complainant (Zakia) has made an allegation that the Chief Minister sponsored the riots, the amicus curiae has come to the conclusion that sufficient steps were taken by the Chief Minister to control the riots.”

4. SIT on Narendra Modi invoking Newton’s law of ‘action and reaction’

“In his interview,  the Chief Minister has clearly referred to Jafri’s firing (on the mob gathered at his house) as ‘action’ and the massacre as ‘reaction’. It may be clarified here that in case late Ehsaan Jafri, fired at the mob, this could be an immediate provocation to the mob, which had assembled there to take revenge of Godhra incidents from Muslims.”

The SIT has said that even if Narendra Modi had told the police during the riots to allow the Hindus to vent their anger over the massacre of 56 kar sevaks in the Godhra train burning incident, the mere statement of those in the confines of a room does not constitute an offence. On this, the SIT seems to have based its report on public statements made by Modi during the riots.

“Interpretations made on alleged illegal instructions given by the Chief Minister by RB Shreekumar and suspended IPS Sanjiv Bhatt, appear to be without any basis. Further, even if such allegations are believed for the sake of argument, mere statement of alleged words in the four walls of a room does not constitute any offence,” says the report by the SIT, headed by RK Raghavan.

5. SIT on Raju Ramachandran report

The SIT finding is contradictory to the report of amicus curie Raju Ramchandran, who had opined that Narendra Modi can be prosecuted for “promoting enmity among different groups”.

Ramchandran, a Supreme Court lawyer, has based his report on testimony of suspended IPS officer Sanjiv Bhatt, who in an affidavit filed in the Supreme Court, had alleged Narendra Modi gave instructions to top police officers to go slow on rioters.

Regarding Ramchandran’s report, the SIT has said the amicus curie had “erred” by relying solely on the statements given by Sanjiv Bhatt and concluding that certain offences can be made out against Narendra Modi.

The view of the amicus curiae that it does not appear very likely that a serving police officer would make such a serious allegation without some basis seems to be erroneous as Sanjiv Bhatt had been all along a delinquent in his career and trying to bargain with the Government, the report said.

The SIT has demolished all allegations raised in Ramchandran’s Report submitted to the court here. “The amicus curiae did not allege any conspiracy or abatement on the part of Chief Minister,” the SIT report noted.

6. SIT on rioters given a free hand

On the allegations that Narendra Modi, in a meeting of February 27, 2002, had told top police officers to allow Hindus to vent their anger in wake of Godhra train burning incident, the SIT has said there is no basis for levelling such charges. But even if such allegations are believed for sake of argument it does not constitute any offence, the Supreme Court-appointed probe agency maintained.

“… The interpretations made on alleged illegal instructions given by the Chief Minister by police officers RB Sreekumar and Sanjiv Bhatt appear to be without any basis. Further, even if such allegations are believed for sake of argument, mere statement of alleged words in the four walls of a room does not constitute any offence.”

7. SIT on Sanjiv Bhatt

The Special Investigation Team report says all seven top officers of the State administration had denied Sanjiv Bhatt’s presence at the February 27 meeting. These police officers and bureaucrats of the Home Department had denied that Narendra Modi had made any such statements (about giving free hand to rioters), it said.

“The claim of Sanjiv Bhatt has been dismissed by KD Chakravarthi, the then DGP, who has denied that Sanjiv Bhatt accompanied him in his staff car to the Chief Minister’s residence. Significantly, the log book of the vehicle of Chakravarthi has no mention of Sanjiv Bhatt.”

8. SIT on relief measures taken by Gujarat Government

“The Chief Minister said that relief and rehabilitation measures were initiated immediately and compensation packages were announced and implemented.” The SIT report says, “Narendra Modi said that perhaps for the first time in the country, a committee was constituted under the chairmanship of the Governor to review rehabilitation efforts. This high-level committee included Leader of the Opposition, members from the chamber of commerce, members from prominent NGOs etc.”
